God is protecting everybody(good, bad and ugly) including shekau, he has his reasons for letting such happen, the reason they cannot just travel to other states is, their mission will be failed once they cannot conquer their very present territory(borno), the more the they scatter to operate the lesser the group becomes, because at a point in time man power and resources will be lacking, how can your base be under threat and you scatter to fight, it's a failed mission.
