Move the stick from the left downside of six and place at the top of 4 across the equal sign and it will look like this:
5+4=9

remove the blue stick from 6 to make a 5 and place it parallel to the green stick to change it from 4 to 9
5+4=9

Remove the vertical(yellow) stick from the plus sign and place it at an angle on the 'equal to' sign to form the inequality sign. It gives
6-4 inequal to 4

Move the yellow stick, 8 - 4 = 4. I swear I didnt look at the comments (in case someone jas gotten it before me ). And yeah it took about two tries but much less than a minute , to get it
