disclaimer: I'm a xiaomi big time fan.
The phone is costlier because:
1. It is a flagship
2. It has 6gb ram
3. It has a better design. Slim and sleek, even tho a flagship spots 4000mah in a slim case. Etc

It's a custom ROM... Head over to your device page on XDA and treat your phone.

Note that you should have an idea of custom recoveries and rooting to proceed
