My Desktop computer dell model can't boot. Whenever I power it on, the fan keeps blowing at high speed. Sometimes it may take 4-5hrs to boot successfully after uncountable attempts of power on/off.

What could be the solution?

Note: The power pack was damaged recently, so I bought another power pack. It worked on first attempt. But other attempts seem futile.
