At what stage is a statement a hate speech?

Is it when a President says his government will only favour the part of a country that gave him 95% vote?

Is it when a traditional ruler says that if a particular group of people do not vote for his candidate they should be thrown into the Lagoon?

When a president is asked to resume work or resign after 100 days?

When Fulani invades Benue Community killing and maiming, our people, its a farmers / herdsmen clash.

but when Terkimbi says Fulani must leave our lands, that's hate speech.

now, if Terkimbi says we shall retaliate further attacks on our people, that's terrorism.

and if Terkimbi were to say the middle belt want to be on her, own. that Nigeria is a failed state, that's treason.

OP you are on point. I am observing keenly to see the content of the hate speech bill. Although I am in support of this bill as it will help us to guide our utterances but interpretation of the bill when it becomes law and prosecution of defaulters will be more interesting.

Exactly the first thought I had when I was about typing my first comment. During campaign period, the initiator of the bill and those who voted to support the bill will know certainly they have shot themselves.... However, at this point in time, something urgent need to be done to curtail excessive malicious vituperations from Nigerians. It has really gotten out of hand.

Such a bill is dead on arrival because it is an attempt by the ruling party to silent the opposition due to the fact that election is drawing near and PDP will not agree to it.
