Let him return the phone to the store he bought it and let the seller contact the owner of the phone himself.

I understand your point, but the real owner can send persistent messages of his/her details.
The fake owner might either decide to return the phone for a small fee, face risk of arrest or just drop phone in a place and inform real owner to go pick up (obviously with protection)....

Upon successful reboot, it will still ask for the former password . An Internet connection will be needed to verify the paassword, and once you connect, it'll lock the phone again.You can never bypass mi cloud locked phone
