and as to the financing of their military
its mostly through international coalition fund for war on terror , subsidized US govt FMS deals , additional funds from US in lieu of drone strikes / elimination of targets inside their country aka blood money , free oil supplies for the military from Saudis for services rendered etc etc

this takes care of their capital budget any thing extra is a bonus and ends up in the service budget, remaining funded by their own money
