This is most interesting part of article. Anyway states need to get better at boosting IGR. This will put them in better position to service debts and pay salaries. The debt states undertake should be going to capital projects naturally. From what I noticed the majority of states budgets are consumed by salaries, pensions and gratuities.

Everyone should be looking to see what thode four states have in common to see how to copy. I don't think the debt will necessarily cripple any state yet but they need to be cautious.

Katsina has low debt profile perhaps . What they generate is probably able to sustain them easily.

A stark reality that many of us do not want to face. With all the monthly allocations and IGRs, almost all the states in the SS can not pay salaries yet we are the ones calling others parasites.

Even if we have full resource control, what's the proof that things will get better if small Bayelsa with only 8 LGAs and less than 4m population cannot pay salaries.?
The money used to pay 'half-salaries' by all the other states in the federation comes mainly from the South-South so I do not know what your point is.
Did you read the part where it was stated that 83% of states revenue goes to the Federal Government ?
There is no scenario possible under heaven in which an independent Bayelsa, Delta, Cross River, Rivers or Edo getting and spending its own oil and gas revenue cannot be economically viable.

83% goes to the FG from oil sales. Of which 13% returns to the states as revenue allocation. Besides, each state gets a fixed amount of allocation from the FG. Oil companies operating in the states are also taxed.

While things are not where we want them to be yet, we should also acknowledge that we have bad leaders in the SS. With better leaders, the SS would be a highly developed region even with the little we get now.

Katsina state's civil service is probably not over-bloated like most of the other states and their debt profile low.They most likely have been lucky to have had prudent governors not spendthrifts who embark on all sorts of frivolous projects in the name development. Hiring all kinds of people and staff under the guise of empowerment. Now they are stuck with a labour force and wage bill they cannot sustain.

I have doubts about katsina? What's the size of their IGR? Delta state and Bayelsa should be able to pay if their governors are prudent enough.
