McGill, UBC do not need any Proficiency in English if your BSc was completed in English.

How will the knowledge of your study abroad benefits your community and you yourself. What are your long-term goals.

I do not think have seen that in their terms and conditions. Not sure it was stated there categorically as you have claimed.
