Actually it's daily, when u go to the promo section at the end of the day, you would see if you've qualified for the hourly top up or not as you would have the minimum trip and confirmation requirements either checked or cancelled.

From experience 2weeks ago. I qualified on some days and didn't on some days.

The guy at uber's prolly juste wanted to rush through with the explanation.
