It would be too much to explain why certain neighbourhoods that are low income deteriorate from issues that are more related to the neglect from the government than to the intelligence of the population. Detroit is an example of how the hollowing out of industry has lead to the black population which was held back in times of prosperity becoming dysfunctional.
