i need to pay 2$ via btc. and i have about 6$. it keeps on saying insufficient funds for days now.

what is the cause and any solution?

That amount is to small, blockchain will still charge for the transacion, least transaction is $10

but at at a time is says 3$ fee some times 2$ and sometimes 5$. but when it was 2$ and 3$ it refuse to send still

Go get electrum or Mycelium.
