Check the meaning of roaming.
Network providers authorize roaming not the phone, Bro. Most phones would easily roam if the network has am agreement with other existing networks in that country.

By the way, you people need to understand roaming ain't cost effective or solution to someone who's spending longer time in another country unless of course you happen to be on Forbes list of rich people.
