MrHistorian:
And who told you all of those projects will be implemented/executed??

They are mostly 'miscellaneous'. . .amidst of excesses.

Nothing to worry about.

Expectedly,Some Pigs will hurriedly suspend their brain and shamelessly bare their ignorant self without adequate knowledge about the subject of discourse.
fat fool you are! What is social media minning suite? You are supporting rogues.

The need for national security cannot be overemphasized.

In this day of Islamic extremism and radicalization, secessionist groups as well as political usurpers, it doesn't take a genius to understand why the government would need to take necessary steps to monitor its citizens in the social media sphere.

With provocative messages from the likes of FFK and Kanu as instances, the potential damage includes the loss property, government assets and most importantly lives.

In the US, we just witnessed an ex marine who 'liked' an IS inspired message and the Intelligence community began to monitor him. Needless to say such monitoring saved lives today.

Without a budget for such how would operatives function?

And this was from the US, the bastion of democracy. The so-called leaders of the free world.

What manner of incompetent government would overlook such an obvious tool of threat ?

The issue of the library needs X-raying, as it would be good to get details.

I'm sorry I wasn't brought up to be parochial.

I like exploring details before making a submission.

Why make provisions for them in the budget if they are no plans to execute them? Did you even think through what you just wrote?
There is no big deal, let the ministries and agency concern come and defend those provisions. The budget is still a proposal at this stage, the related MDA may have reasons for these inclusions not until they are unable to defend it I don't see anything wrong here.
