Looks like tinea versicolor..... Please read around it or better still do a fungal culture. So far, you have used the right treatment for it but reading the literature will inform you that even though the fungus is dead, it takes a while sometimes months for pigmentation of the skin to return back to normal.

Exactly the first thing that came to my mind when I saw the picture..might be a case of aggravated tinea vesicolor...our temperate climate is a major contributor to it..this isn’t a bacterial infection but a fungal disease..he should see a dermatologist ASAP.

The new thing I've just realized is the healing power of fruits and vegetable... What you have to do is stop all those medications, look for a simple antiseptic soap like safeguard to bathe with at least 2 times a day.
Then focus on building your immune system with fruits and vegetable... 5 servings everyday.
You could buy small portions of oranges, carrots, banana, egg plant (garden egg),eat foods with leafy green vegetables like pumpkin leaves ( ugu), spinach...Do these and you'll see improvement on your skin and overall health...oh...and don't forget to drink lots of water to cleanse your system of toxins.
