According to the developer description, the app has no reasonable use, it just for you to show off, the description given by the developer is quoted below.

From the description you can deduce that the app does nothing, and for me i will say the app is just a waste of money to download.

I saw the app on the play store, but with the Comments/Review, it doesn't look like those people bought it. Though I still can't figure out how they were able to drop comments.

As you can see in a pic above, someone is installing the apk, then he'll go drop a review.

I initially didn't believe it until I saw it on Play store for myself. I found out that it was just a 'wallpaper'.
