Security is deeper than the police, the only time the federal government will intervene is if the security structure of the state has become overwhelmed and the Governor asks the federal government for help.
That is when you will see a joint task force of security men with the army involved that is when you will know federal has taken over.

Some Governors use their security vote to beef up security in their States. The personal security you are talking of, which unit are the made of and who pays them.
