“A person who uses, publishes, presents, produces, plays, provides, distributes and/or directs the performance of any material, written and/or visual, which is threatening, abusive or insulting or involves the use of threatening, abusive or insulting words or behaviour, commits an offence, if such person intends thereby to stir up ethnic hatred, or having regard to all the circumstances, ethnic hatred is likely to be stirred up against any person or person from such an ethnic group in Nigeria.”

Looking at this I feel its a way to go, if it will enhance Tolerance of all kind in our beloved country. Because some part of this country esp the Northern axis had in past times experience religious and ethnic clashes resulting to loss of lives and properties as a result of a "Reported speech by someone" (esp clerics and tribal and ethnic heads), publications or an intentional hate speech targeted at a group as the case maybe. I don't think this is meant to victimize anyone but rather a caution to the general populace.

i don't blame them. A people deserve the leaders they have. If not, they have not made any Law to hang corrupt leaders who are causing lots of hardships and widespread poverty in the midst of unquantifiable abundance, but they want to hang people for hate speech. Yet it is the HARDSHIP AND WIDESPREAD POVERTY THAT IS RECRUITING DISGRUNTLED ELEMENTS AND HATE SPEECH.

Proposing passage of this bill is a step in the right direction. As much as there is freedom of speech, citizens should exercise caution. And that is the essence of it all. Heat speech is capable of inciting hatred and war, hence the need for caution. That doesn't mean journalists and trained professionals are gagged.

But the bill is not balanced as it focuses on only ethnicity. The bill should be reviewed to include the religion too, so that those extremists telling their followers to kill people of other religion should be brought to book too.
