I don't really get the question clearly but I think what you are saying is that, you want to start your business on jiji.

Starting a business on jiji is FREE, although there are boosted ads where you pay some amount of money to enable your ad gain more impression. You can take advantage of that because it will help your post gain more visibility and if you are trying to save cost, then you need to be creative with your posts, create different picture for your ad and post it (at least) twice a day using different pictures (morning and evening). With that you will gain adequate visibility.
