Retirement does not have any bearing on political appointments. The guy just used that excuse to get out of Trump’s cabinet. His replacement is not in the service.

Since inauguration Trump loses about two high profile appointees each month, plus he is still not able to fill many senior positions, because people just refused to work with him.

His lead Lawyer against Mueller investigation also quit this month.

Contrast that with Alhassan who openly pledges her loyalty to PDP & Atiku, Mansur Ali and Dambazau who are out of their depth as per security issues, IG of police who openly defied his C in C, Malami with the embarrassing handling of Saraki's trial at the CCT, Udoma with the embarrassing budget issues of 2016 to mention but a few.
