The internal memory mentioned is total memory of ROM of a mobile. We never get 100% of it because we get OS already installed on it from factory/company(Irrespective of platform Android/iOS/Windows/BlackBerry). The OS installed takes space, on top of it each manufacturer may provide its own custom UI, some pre-installed apps. The general rule is 'More feature rich the phone is, less space will be available of end user'. Because each new feature is managed by a program or peace of code which sits on the hard disk of the equipment itself.

It is not just the case of mobiles, it happens in case of PC's and Laptops as well. The capacity mentioned is Total capacity of Hard Disk in formatted format when nothing is installed on it. The moment you want any Operating system like Windows/Linux etc on it, the space from this Hard Disk is used.

I suggest you go to SETTINGS>STORAGE to see the breakdown of your space usage. As you can see from mine, the system takes up less than 7gb.

But another thing to note is that 32gb on paper is actually about 28-30gb whether you are talking about a phone, flash drive, hard drive, etc.

In addition to Gptech's instruction, click the vertical ellipse on your top right (from the page similar to the attached @ d left) > background connection > toggle OFF any app you want to restrict.
