In 9ja people can "form" publicly claiming to donate large sums to look big. In reality most will not redeem pledges. No legal obligation to pay up.

Even change of guard (party chairman being kicked out) is enough to stop those he gingered to pledge to not pay.

When OBJ was raising funds for his presidential library, he had to push people with his domineering attitude to pay. He openly admitted that if he doesn't raise the fund before leaving office, he will never see anyone to donate anything. Ordinarily such funds are raised after after leaving office to avoid conflict of interest.

Trust OBJ, he probably reminded donors to repay his favours. He had the power to revoke licences and undo many things while in office at the time.

Not saying there would have been no corruption involved, like everything else in 9ja, but certainly not in the way OP made it look.

these amount he is bandying about are nothing but pledges which he never bothered to find out if they were redeemed.
it is a known fact that it is not everybody who makes pledges during luncheon (even in churches) that redeem them as most are for show.
