Yes! It certainly does. Jesus said that you won't enter the kingdom of Heaven of you are not born again. Look at how He began this sentence:

"Most assuredly, I say to you, unless one is born again, he cannot see the kingdom of God" (John 3:3).

"Most assuredly" means that something is absolutely vital.

It's more than believing in God with your whole heart or Communion or Confirmation or keeping the Commandments. It's when your repent and trust alone in Jesus as your sin-bearer.
