I have same issues applying for some applicants. Let me share you my experience about that, once you finish step 1 and submit, it won't go. There is one particular applicants, I have created like 5 different emails do apply for him, after the first stage, it won't proceed and other applicants were going successfully.

It happens for like two weeks but today it went successfully when I have even lose hope.

This is what you should do. Try to register with new email and start all over again and if you experience it use a new device entirely, it will go with time.

It's been almost a month now, I just tried yet another email but same thing happened

Use another device, network issue cause sometimes, once the network brakes during that first stage, it won't again once you put your name in it because the server won't recognise. So use another device entirely and try again.

Check from number 1 to 6 of the documents required to be uploaded by the left.You didn't upload one or two of them.

By the time you upload ALL the SIx documents (1-6) ,the PREVIEW/SUBMIT button will be active
