They are reminding you what you were thought in primary school to always comb your hair. The hair itself is angry with you for not keeping to the part of the agreement you signed to always keep them in nice condition.
Secondly, if you continue not to maintain it and they latter reported to the officers, you will finally sleep in their station.

I am not forcing you to take this advice but if you do, you will look better and responsible.

Sincerely I never was a fan of all these outlandish hairstyles even when I was a teenager.
