Roman injected his money into the team and that was in form of loans, he'll demand repayment if he sells. It is estimated that he spent over 1.1 billion pounds in that period. Presently Chelsea is valued at over 1.2 billion pounds. Now any investor coming in will pay up Roman's loan (1.1 BIL pounds) and the value of the club (1.2 BIL pounds). That's 2.3 BIL pounds. How many billionaires out there will be willing to do that.

Makes more sense for a money man to buy up a smaller club for a couple of hundreds of millions of pounds and inject a couple more on players. That's what Roman did with Chelsea back in 2003.
