You miss the point of 'Every body be criminal' part. What it means is that anyone in Nigeria is easily tagged a criminal by others/Police for offence they didn't even commit.
1. A police officer scrolls through your phone's whatsapp, sees a foreign number and immediately tags you a criminal.
2. Police does a raid on football viewing centers, arrest everyone there and tags them criminals.
3. People are arrested for silly things such as wearing tattoos, doing unconventional hairstyles and of recent for just being slim in stature. Heck, my colleague has being arrested for going out to buy indomie at aboki's place around 9p.m.
4. The incidence of Aluu4 is another perfect example.
