If you don't want police, donot do crime, simple. If you are a tenant in that community and it bothers you much, move out. If you are a landlord then openly campaign against the crime, the police will hear and avoid you and your household. Anything else is just connivance. If I operated a students hostel for instance in that location, knowing what I know I will only admit student tenants with valid police screening and invite the police to do regular spots and stings. There will never be a raid.
