Hahaha. If he is a civil servant, brother then he must be collecting plenty bribes to augment the salary. Imagine I lost my national ID and went for renewal. I was asked to pay #1000 naira cash which I did. When I went to collect my drivers license I was asked to drop something for lunch. Some of them collect more than #20,000 daily in bribes and tips.

What she said is true. Labourers earn up to that and so are most self employed people in the non-formal sector that forms much greater chunk of our economy. Those who earn less are mostly lazy people who chose to work for others or in civil service.
