If you want to go technical then Russia is Europe, that's because more than 70% of the population live in European Russia, that includes the 2 biggest cities and over 75% of the largest cities in Russia are in European Russia.

Though Russia is located in what is called Eurasia it's more geographically part of Asia than Europe. But it's tilted towards Europe politically.
So as far as landmass is concerned, it's more correct to include Russia in Asia than in Europe even though the country spans both continents.
