Can't be 2.

1 will be almost full before feeding 2.

3 will fill first before 1 will even get filled which makes 2 one of the last tanks to fill.

How will 7 feed 10 with water if it doesn't get almost filled first.

On a second look the tank should be tank 7

Tank 7 has to be filled to supply Tank 10 and Tank 11.
