please advice on the cost to renew International Passport and how long it takes to do something of that kind in 2018.

Because of scarcity of passport booklets, the cost is between 30 - 40k and collection depends on how your leg strong reach, from 1 week to 3 months.

A friend paid 30k and got hers in 3 weeks.

Who knows when they will start issuing the 10 years passport

Presently not In the EU

Official price is 17800. I just paid online yesterday and will be going for capturing next week.

Nigeria is gone. Imagine me paying 27000 and they say it will be ready in 5 weeks!

Yes they do. I follow complaints which are submitted and they are resolved. For this case, knowing the name of the official that asked for payment of that amount would help.
