Op, was this post made to blame NEPA or the management of the park.

To me, i don't see any reason to apportion any blame to NEPA.
We should blame the management of that park for their carelessness.
Device like that should be connected to an inverta or have automatic change over.
They should knw there should always be a possibility of power failure and when it happens without immediate alternative, it will create fear in the kids who may try some funny ways of trying to beat their fear. Consequently, there may cause fatal accident.

It's just like having a skyscraper with lift that depends totally on government power supply.

The management of that amusement park or whatever they call themselves should be arrested and tried for endangering human lives with reckless abandon.

How can you rely solely on single source power supply? (NEPA for that matter), What happened to alternative power source?

It is not by force to run amusement centre, you either build the extra cost into the fee or pack up, don't kill people in the name of amusement.
