Will my Capital be paid at maturity into the account I provided on that Savings bond form? Or the one I provided when opening CSCS account?

Open an account with a stockbroking firm. Complete the FGN savings bond form and submit to your stockbroker with the amount to be invested. The list of stockbrokers and form can be found on the Debt Management Office website.

I am not in the habit of recommending for people. I would just say find a stockbroker that will cater to your needs and that can also provide you services no matter your location in the world.

The delay I have ever had was for my first coupon payment. I had issue with the bank details I submitted. It was later resolved and paid.
Apart from that, payment has been made same day indicated on the subscription form.
Sometimes it drops in the morning, some other time in the evening.
I received payment yesterday by 5pm and today 4pm

All interest payments are made to designated bank accounts on the days (once every quarter) specified in the bond subscription offer document , usually before the close of business. No interests payments have ever been made a day earlier or delayed to the next day.

I'll just say this, once you become a creditor to the Federal Government of Nigeria via bonds, your debt will be paid as and when due without failure.

What works for me might not work for you.
My investment in bonds is more of my retirement fund. While my stock investment is spare fund I risk for higher returns.

You have nothing to worry about as this is one of the safest place your money could be at the moment.

ON RATE
I think the rates have a higher chance of going up than going down for now.

I.e ,every 6 months . The minimum amount you can invest is ten thousand naira .

Fg Savings Bond has a tenor of 2 and 3 years and you get your interest quarterly . I.e, four times a year . That’s every three months .
The minimum amount you can invest is five thousand naira . And maximum of fifty million naira .

Treasury Bills has a tenor of maximum 365 days and you get your complete interest upfront . The minimum amount you can invest varies with different banks . But for most banks ... the minimum as at today 30 September 2018 is one hundred thousand naira . undecided
