Tinubu planned Lagos. Fashola was Chief of Staff, Ambode was Auditor General, Aregbesola was Commissioner for Works.

You see those roads in CBD Lagos, Julius Berger built them under Aregbe as commissioner. That's despite the fact that Lagos had its allocation withheld.

The template laid down by Tinubu was what Fashola used as a springboard to several multiple developmental projects.
