That's Nigeria for you.
It has happened to me. Someone who robbed my office was caught by the vigilante in the area, they took him to police at Night and I was told to come to police in the morning. When I went there in the morning, I was told they guy has escaped. A big police station in owerri ooo.

this scenario can happen anywhere. you took a thief to the police station, on getting there, you unconsciously relaxed with the feeling that you were already at the station. the police men who had saw both of you dragging each other to the station were waiting to hear your part of the story as well as that of your second( who will only be known by the police to be thief after you explanation). unfortunately for you, while you felt relaxed, the thief who knew deep inside him who he was and what could befall him if he fails to prove you wrong at the end was very calculating and looking for slightest opportunity to zoom off and eventually he had that slight opportunity and he took to his heels.
if the mental picture I have is something to go by, it wouldn't have been easy to stop him under that circumstance anywhere except in a police station that is highly fenced with one major entrance that is fully man by active security personnel.
I have watched a criminal attacked a convoy with highly professional security men, though the guy didn't succeed but he was able to dribble and escape arrest by the personnels

Is this supposed to make sense?

NOETHNICITY:
The poster admits that the police have no vehicle/motorcycle to chase after the guy. Yet, somehow he expects them to perform of magic.

One of our biggest problem in this country is not knowing who and how to direct our complains.

So were was he supposed to direct his complains? Is it not the police job not to the let the criminal run off?

Call them wicked, brutal, ineffective... and it will be understood that it an accessment of their actions/deeds.
But to call them monkeys? Boy, any member of your family can easily be a member of the police.
It insults even the general masses on whose trust the police exist.
