Which locations can one get affordable and legal land?

How much is the cost for a plot that will contain a two bedroom flat?

What are the process to purchase a land and start something in it?

Budget is 300-350. Two bedroom flat. Any location that will not attract demolishers. Nyayan Maraba axis is not an option
