Despite the ban placed on open grazing in Abuja, Nigeria's capital, herders are still seen roaming the city highways. These cattle were sited on Circular Road a route that houses the "Three Arms Zone". The Three Arms Zone is a district of Abuja, the capital of Nigeria, so named because it contains the headquarters of the Three Arms of Government. The Supreme Court representing the judiciary, the National Assembly representing legislature, and the Presidential Villa representing the executive as well as several federal buildings. Recall that the in 2016; the Federal Capital Development Authority had directed the Abuja security committee to ensure enforcement of the ban on open grazing.
