With these your budget you can get LeEco Le S3 from jumia (express delivery) comes with snapdragon 652 and Adreno 510 gpu with 3gigs of ram and 32gb on board storage only downside to this device doesn't have sd card slot..

please what is the full size of the emulator? and can i access the file manager of their emulator? cause i already have pubg apk and obb files so I'd like to just paste it in the required folders in the emulator rather than downloading them over again.
And can i use gamepad with the emulator?

Yes you can. There is a trick to install ES File Explorer.

P.S: I already had 0.7.0 Installed so it was kinda easy.

Yes you can setup/configure your gamepad to work with the emulator. But I can assure you It'll be better off if you just use your keyboard and mouse except you don't want to win the Chicken Dinner.
