This is still sensible. Surely no one expected MTN to cough up a whooping $5 billion fine, that is insane, it would ruin them and send them out of the Nigerian market. $35 million may be an extremely watered-down version of the initial fine, but it's still a substantial sum.

Then what is the $35 million fine meant for if there's no infraction?
They can't 10% of that amount on a law suit if they met all requirements to transfer the money.

Part of the fine should be channeled customers. What is this to me if I don't benefit still this operator steals from me on daily basis
