The Nigeria intelligence architecture system is a joke, the non clear cut jurisdiction is a bane for their inefficiency.
With over 190millions the Nigeria intelligence structure should have been modeled slightly to that of the US to avoid unnecessary interference an unsurping of powers by the director.
US = Nigeria
CIA = NIA ( foreign intelligence)
SSS = dss in my own opinion should be unbundled because it operations currently outnumber it. The need to create a new agency for internal intelligence, special protection ordeals for legislature and elected and appointed executives office holders.
FBI = maybe we can an equivalent of it office for federal investigation (OFI). With jurisdiction only for federal matters and federal laws enforcement.
US marshal = Legal enforcement agency should now take up the job of protecting the chief judge and all sworned judges, magistrate ,court registars and as well
as the obedience to court order discharge.
NSA = the current ntida, sss cyber department, army cyber security unit should be merged to form the Nigeria cyber security agency.
The police should be decentralized into eight department each with an independent director and scrap this aig and dig zone nonsense. The inspector general should be appointed among them.

Special fraud department (financial fraud )
Special intelligence department (intelligence gathering)
Special armored department (SWAT like sars)
Anti Riot department ( National Guard like)
Special protection department (public office holder ordeal) .
Special liaison department (public face an enforcement arm of the national orientation agency) special oversight department ( the police of the police)
Special duty department ( covert operations and emergency handling).The state controls the police around its jurisdiction regarding state laws not in conflict with the federal inorder to guaranty a southern living in Kano from been jailed for eating pork meat and beer or a northern from carrying a Quran on his hand.
The realization of Nigeria value for security will be achieve if the Attorney General of federation office is seperated from ministry of justice.
