Boko Haram kidnap people for ransom. They use the money paid to them as ransom by the Nigerian Government to buy "modern" weapons. Then the Nigeria government who indirectly paid for Boko Haram's weapons use "obsolete" weapons to fight Boko Haram. They can't afford to buy real weapons for the NA.
