The Senator representing Anambra central in the National Assembly, Senator Victor Umeh has accused candidates of the Peoples Democratic Party, PDP, and the All Progressives Congress, APC, of merely playing politics with their promise of restructuring Nigeria. Umeh said the duo of President Muhammadu Buhari and Alhaji Atiku Abubakar were using restructuring to garner the support of the people, but have not shown strong commitment to restructuring the country. Umeh said the national conference of 2014 brought together the best brains in the country from all walks of life, with 492 delegates, which is presently bigger that the size of the country’s parliament. The Senator, who was speaking to Akelicious in an interview in his hometown, Aguluzoigbo in Anaocha local government area of Anambra State said any political party that does not commit to restructuring in specific terms does not wish the country well. “That national conference had far reaching decisions that can help this country. It also had the beat brains in the country from all walks of life. “Restructuring Nigeria would make the economy of the states to rebound because people will return to their original source of wealth as the zones will become competitive, and not the monthly rush to Abuja for allocation. “Both APC and PDP have not made firm commitment to restructuring Nigeria, and any party that does not see restructuring as the cynosure of all eyes does not wish Nigeria well.” He said that while APC has made what he described as epileptic promise by selecting parts of the restructuring document agreeable to them, the PDP candidate merely mouthed it, but refused to state in specific terms how it hopes to do it, and which part of the documents it hopes to put to work. “PDP said it would restructure, but what the candidate failed to note was that restructuring has components, so he should tell us which of the components it is amenable to. “For now, only APGA (All Progressives Grand Alliance) candidate, Gen John Gbor has truly committed to restructuring Nigeria. Nigerians should not be fooled, they should ask questions because only restructuring can truly bring peace and put away hate, mutual suspicion and others in Nigeria,” he said. So who prevented Jonathan from implementing the 2014 Confab Report? Strange, that the main architect of a process should default in carrying to objective ends a process which he started, but that he should expect a frontal antagonist of the process to do so. Many of the people clamouring for restructuring don't have an idea of what it really entails. It seems to be the new buzzword in our political lexicography and many have used it to the point that it has become platitudinous. Now, Restructuring basically put, is Fiscal Federalism and Resource Control by the states to allow each develop at its own pace. Nigeria prides itself as a Federal state but our constitutions exemplifies a Unitary one. In other words, the Federal Government is way more powerful than the States which is antithetical to the basic principles of Federalism. So, to Change the Status quo and entrench true Federalism, the Constitution has to be amended, which is an herculean task on its own. Now, if you're telling a State like Sokoto whose IGR is 200m monthly that they won't be getting money from the Federal government anymore after Restructuring, do you think they will agree? Bear in mind that there are 18 other states like Sokoto in Northern Nigeria and a constitutional amendment needs the approval of 24 states out of 36...So how then is restructuring possible? Don't be deceived people. It'll be easier for a camel to pass through the eye of a needle than for Nigeria to the fully restructured. Dappertwayne:Please name one country with a Federal system of Government were the States have more powers than the Federal powers be it the US,Canada or Brazil? and mind you there is nothing in Nigeria's constitution 1999 as amended that makes Nigeria a unitary system of Government,the day a State has more powers than the centre is the day it will ask for it's independence,it happened during the Civil war in the US 1861-1865,Nigeria 1967-1970. California which by GDP is the 7th richest if it were a country would have long broken away from the United States,there are checks and balances in the constitution to prevent issues like these,go back and read from section 1 to 13 of the Constitution of Nigeria 1999 as amended it is all there in print and it shows that the states in Nigeria combined are actually stronger than the Federal but due to Military mentality have delegated their powers to The Federal Government. Economic activities in the Federation belong to the States and Local Governments in accordance with the provisions of the constitution apart from items under the exclusive list. |

BillgatesMaigad:Under Nigeria's GDP agriculture is the largest sector with about 35%,oil makes up for about 13% of the whole economy. There is nothing wrong with Nigeria or it's constitution which is designed to be interpreted as people may view it differently that is why we have a supreme court,the people are only lazy minded and are looking to blame someone else for their own shortcomings. rexwalters:Sir I'm a student of law with keen interest in Constitutional law, so that's one area i know like the back of my palm. Now, i never mentioned anywhere that the States are meant to be more powerful. I said the FG has so much power that our system is a unitary one, in practice. Now, the Constitution of the US unlike ours, does not make their states dependent on Allocation from Washington D.C. Each states controls its core resources. Here in Nigeria, only 2 states can survive without Federal Allocation. The Legislative lists vests so much power in the National Assembly and gives very little to the various States. The revenue sharing formula gives the FG a whopping 50% and states get to share about 30% amongst themselves. In an ideal Federal state, FG should only be concerned with national issues like Defence, Currency, Immigration and not income generation from natural resources. 4 Likes 1 Share |

The so called Flat-heads have much more diversified leverages over you as the country enters into the terminal stage of her tragic history, and you don't even no it. Let me school you just a little bit (not going to reveal all the leverages to you.......cos envy can kill) At this stage, restructuring/constitutional reform could be the needful solution to pull back the country from obvious demise. By the way, I don't think the next civil war in Nigeria will be Nigeria vs Biafra, rather, it will be most likely religious/regional etc with more hatred towards fulanis than Igbos. Now, on the sustenance side, hmmmmm... don't you think as Nigeria decent into the abyss, Igbos with the highest entrenched/viable diasporan population remitting/inflows of foreign exchange into the Nigerian economy of over 12 billion dollars yearly not better than your tribe to weather through the storm??.. don't forget that your Flat-head brothers have gone through the worst...faced with genocide/extermination and still survived and prospered.
