northerners don't cry about north west or north east or north central appointments north appointment is north appointment.

It's only down south here that some cry marginalization because the number of appointment from their region of the south (i.e. SE) is less than that from all the regions of the north combined.

You'd rather he appoints 4 south east, one northwest, one north central, two north east, etc., right?

is it their fault that they have one language that unifies all of them in the north regardless of the region of the north and we don't have?

If we had one, we'd probably be talking of 4 Hausas and 5 DelYoruGbos in which case the appointment is 'unfair' to the north.

Permanent Secretaries are civil servants. They get to that position through the civil service.

They are neither appointed/elected into office like politicians.

My friend, the highest peak one could rise in service is Director which is also subject to vacancy to fill. Otherwise FG could have 100s of Permanent Secretaries and even states too.
You could even be addressed deputy director while receiving a salary of a director if there is no office for you to fill in.

Since we are supposed to have 36 Perm Secs with each state represented, then the President should be at liberty to choose from among the 100s of Directors from the states to APPOINT as Perm sec.

Just be informed that PS is and appointment and anyone on GL16 can be appointed as a PS regardless of whether one heads a dept or not.
Not everyone will be privileged to rise to the PS position. So this is where the appointment I have been emphasising comes in.
