President Muhammadu Buhari has approved the appointment of nine new Permanent Secretaries in the Federal Civil Service.

There may be more than one Directors that can become a Perm Sec, then comes an element of politics to pick one from that ministry. So when, say 3 of the qualified persons are from a region, it becomes impossible to impose a junior as a Perm Sec., unless you retire the seniors or something
