Lagos is a cosmopolitan state within the Yoruba homeland. So yes Yoruba majority(indegenious Lagos Yoruba are by far a minority except in Lagos island) but every other tribe is well represented

Yes Tanzania made it a national language.Kenya too.Rwanda,burundi ,uganda ,Congo also.Comoro uses Swahili though not much.

it is going to be empty if the housing is gluted or very expensive for the common man

Lagos dream of Dubai are laughable.Before the first tower is occupied you need to work on lots of stuff...which company will be moving there when you still need armed escort to move in Lagos.Nairobi real estate is demand driven..not grandiose dreams of Dubai.Many global companies are choosing Nairobi and there is real demand for grade A offices, apartments and malls.Lagos already has oversupply of office and malls coz effective demand is non existent.Outside a few oil companies..who else will risk moving to the zoo.Dubai is not just an grandiose buildings..it seeks and attracts companies to move there..and you do that by fixing lots of things.Kenya is nearly fixing all those things..and is a magnet of top companies.
