Poor implementation by contractors, inadequate coordination by relevant Ministries, Departments and Agencies (MDAs) and the dearth of funds are some of the reasons Kwara Central Senator, Bukola Saraki, gave for poorly implemented projects in his constituency.

Mr Saraki was reacting to the first part of a PREMIUM TIMES’ report titled; “SPECIAL REPORT: Kwara residents groan as projects nominated by Saraki abandoned, poorly implemented.”

The report, published on December 1, captured how residents of Kwara Central still suffer as multi-million naira projects initiated by Mr Saraki either lie abandoned, poorly implemented or less than half done.

The second part of the report was published on December 22.

In a statement by Olayinka Ibrahim, the Director of Projects, ABS Constituency Office, the lawmaker absolved himself of any wrongdoing, claiming the report was misleading.

Not less than three of Mr Saraki’s media aides were contacted by PREMIUM TIMES in the course of the report. Meanwhile, only Mr Ibrahim, the fourth contacted, offered explanations on why the projects are in their current state.

Mr Ibrahim also condemned the poor execution of the projects especially the road project at Ero Omo Kilanko rural road and the Sheik Agbarigidoma Road.

In the Sunday statement, Mr Saraki blamed the contractor and the Ministry of Agriculture for poor implementation of the N50 million Ero Omo Kilanko Road.

Lawmakers personally recommend contractors to MDA’s to execute constituency projects initiated by them. The contractors are usually fronts who just collect the money and hand it over to the lawmakers. Saraki’s excuse is extremely silly and wicked. He collected the money and failed to execute the contract and now he’s looking for whom to blame after he was exposed. If Nigerians make the mistake of handing over this country to the trio of Atiku, Obi, and Saraki, they will ruin the country with massive corruption under two years.

The most brilliant question would now be, why is our government not investing in policies that will force all these noticed systemic corruption to cease.

The type of policy that will ensure that the MDAs are nobody's errand-boy.

The type of policy that will ensure the type of Saraki, Ganduje, Sylva, Kalu, Amaechi, in fact almost all the politicians dead or alive that had a thing or two within the corridors of power, not to do as they wish.

Government as part of its commitment to fighting corruption should pay more attention on institutions this time rather than the shambolic wobble nibble public disgrace its on for a while.

The problem is a constitutional one and cannot be addressed squarely by an executive policy alone. The power to appropriate funds belongs solely to the National Assembly. Once the president submits the federal budget to NASS, the lawmakers can do whatever they like with it including rewriting it all over again if they do desire. Due to this, heads of MDA’s must pander to the dictates of the lawmakers in the name of budget defence. I am sure you still remember what played out earlier this year before the 2018 budget was passed. Except we take away the NASS power of appropriation or define it properly, we really cannot stop heads of MDA’s from running errands for NASS members.
