The problem is a constitutional one and cannot be addressed squarely by an executive policy alone. The power to appropriate funds belongs solely to the National Assembly. Once the president submits the federal budget to NASS, the lawmakers can do whatever they like with it including rewriting it all over again if they do desire. Due to this, heads of MDA’s must pander to the dictates of the lawmakers in the name of budget defence. I am sure you still remember what played out earlier this year before the 2018 budget was passed. Except we take away the NASS power of appropriation or define it properly, we really cannot stop heads of MDA’s from running errands for NASS members.

In as much as can't puncture your excellent assertion to the subject, one is left to wonder why we must continue to allow a clear misplace of objectives to continue.

Since this has never worked except if the legislature is a sincere person himself, and nay never work if we allow it to linger. The current administration with its work against corruption need to move in to forestall sanity of the crazed means of siphoning public funds.

This should not be allowed to continue.
