Buhari isn't a democrat. So, Buhari will not congratulate the winner of the elections. Instead Buhari will send thugs to create confusion to stop INEC from declaring the winner, then he will use Police , army and his puppet CJN Tanko to find a silly clause to call for fresh elections.
