Obviously, you haven't used that road, the photo is deceiving you. There is a long span where overtaking is allowed. People that did the road marking are expert in the field and knows better. You don't judge the length of a road by a photo. There is a portion of the road with a solid line and some portion with broken line.

I used that road three days ago, the answer is yes. Remember the road has a height limit so long vehicles are not allowed.
